On 23 May, Governor Denny gave permission for the Okinawa Defense Bureau’s planned collection of about 84,000 colonies of live coral species in Oura Bay for transplantation to make way for the construction work. The governor received a directive from the Government to give his permission for the coral collection by 23 May. The Government was expected to file suit for proxy to forcibly take the measure in place of the Prefecture, if the Prefecture did not obey the directive. The Prefecture proceeded to arrange the permission, since the loss of its lawsuit over the coral collection had been confirmed and the Supreme Court would not accept the Prefecture’s appeal on it.
