The governor was recalling his reaction to the public announcement of “The vision of Cabinet Minister Nishime,” in which Cabinet Minister for Okinawa Kosaburo Nishime looked toward the realization of a strong Okinawan economy. The notification to the Prefecture about the “Vision” was made clear just the day before its publication and the governor took a shot at him with, “It’s essential to exchange opinions by gathering them together with the Prefecture.” The governor expressed his displeasure of getting the publication on 31 May as a “sudden shock.” The National Government side (Nishime) noted, “There’s no change in attitude toward the Prefecture.
