Okinawa prefecture will fine bars and restaurants that refuse to close during the State of Emergency.
Governor Denny Tamaki at a press conference on 19 July made clear that he plans to implement procedures to notify regional courts in order to impose fines on bars and restaurants in the prefecture that do not respond to the order to shut down or shorten business hours.
Carrying out notification from the governor to the courts is generally done after an order’s duration has ended. This notification during the State of Emergency Declaration is said to be the first in the nation. The State of Emergency Declaration has been extended until 22 August. However, the governor judged that preventing widespread contagion would be difficult if he waited for the period to end.
Governor Tamaki said, “Cases of positive contagion have been confirmed from employees and customers in the shops that haven’t complied with the order. The Prefecture has no choice but to implement these procedures. It’s really a shame.”
According to prefectural authorities, 134 shops have not responded to the order. From now, as soon as preparations are ready, they will notify regional courts with jurisdiction over the areas where the shop representatives live.The specific schedule is yet to be determined.
Contagion from dining out again increased from the beginning of July. According to the Prefecture, people seen to be infected from dining out dropped from 138 cases in the week of 23 May to 14 in the week of 27 June. But in the week of 4 July they increased to 25 and in the following week to 33. Prefectural authorities said, “There’s over a month to go before the end of the Declaration. There’s a fear that the risk will heighten if business continues in shops that offer alcohol late night hours.
Yoichi Suzuki, chairman of the prefecture’s Combined Dining and Hygienic Life Union stated, “ For shops that carefully obey orders, it feels unfair if measures are not implemented to fine shops that refuse to follow orders.”
