Denny in the News: 30 July 2021

 Governor Denny Tamaki on his conditional statement of acceptance of the transplantation of coral from Hennoko. 

On 28 July, regarding the National Government’s application to the Prefecture on the transplanting of coral along with the relocation of the US Futenma Military Airfield to Hennoko in Nago, Okinawa Prefectural Governor Denny Tamaki made clear his plan to conditionally accept taking measures and so on for the survival of the coral.

As for the relocation of the coral, the Ministry of Agriculture, Forestry, and Water will issue a corrective order to give permission. The Prefecture sued the order as illegal, but on 6 July the case was determined to be lost.  So, it’s a matter of obeying a judicial judgement. From now, the permission will be granted to transplant about 40,000 colonies of coral outside the soft ground around Oura Bay.

The Okinawa Defense Ministry requested permission to transplant 35,000 colonies in the soft ground as well, but the Prefecture refused permission. The prefecture decided not to give permission because the suit was not accepted within the  administrative revocation process limit ending 26 July.

Regarding the permission to transplant coral, the governor is withholding judgement because information is insufficient on the existence of soft ground in Oura Bay among other things.

In the Prefecture’s loss of its suit confirmed by the Supreme Court decision on 6 July, 2 out of the 5 judges acknowledged in a dissenting opinion that in fighting the legality of the Agricultural Ministry’s corrective measures, the Prefecture had not acted illegally. 

Regarding this judgement, at a press conference held at the Prefectural Office on 28 July, Governor Denny Tamaki stated, “After the final judicial decision, as an instrument of government, the Prefecture must give permission in obedience to the corrective order.” On the other hand, taking into account the Supreme Court’s dissenting opinion, he requested, “I wish the response to dialog with the Prefecture were quicker than action on transplanting coral.”
