At a meeting this evening, Governor Tamaki will explain his planned refusal to allow a change in the design of the new base at Henoko. Prefectural Assembly already informed. (25no21)
In connection with the relocation of the US Military Futenma Airfield, a new base is under construction at Henoko in the city of Nago. The Okinawa Defense Bureau has submitted design changes to the Prefecture for construction such as improvements in the soft seabed. Okinawa Governor Denny Tamaki has solidified his intention to refuse permission for the changes.
At around 5:30 in the evening of 25 November, the governor will hold a press conference to explain his position to the people of the prefecture. In the morning of the same day, prefectural executives explained his position to the Prefectural Assembly.
The regular Prefectural Assembly November session began at 10 a.m. the same day. At the session, a proposal for a supplementary budget to respond to the floating pumice problem was introduced. After the Prefectural Executive Department ended their day’s session, the governor’s position was explained at a meeting of the whole Assembly.
As for the process for making the refusal, at an exchange of opinions within the ruling party on 24 November, the prefectural executives explained that the timing of the refusal was “imminent”.
After discussions with lawyers and the Civil Engineering Department, the decision was finalized on 24 November.
On the morning of 25 November, when Governor Denny Tamaki got to the Prefectural Offices, he took no questions from the press corps. But Governor Tamaki and Vice-governor Kiichi Jahana will visit each faction of the Prefectural Assembly in the afternoon of the same day to report the Prefecture’s intention to refuse permission for the design change.
As the basis for its refusal, the Prefecture intends to offer problematic issues such as the lack of data presented on direct testing, although the soft seabed where the landfill is planned is in an area where its greatest depth is about 90 meters below the surface of the sea. If the Okinawa Defense Bureau simply invalidates the Prefecture’s refusal of permission, the Prefecture will take opposing measures such as filing a request for judicial examination based on the Administrative Appeal Act.
The Okinawa Defense Bureau made the request about the design changes due to the soft seabed in April of 2020.

Translator’s note:
Denny in the News: news about Okinawan Governor Denny Tamaki.
Denny Tamaki is the governor of Okinawa Prefecture in Japan. Although Okinawa is important as an international tourist destination and a key element in strategic US Military Forces, its governor receives very little coverage in the Japanese press and almost none in the English language media.
This blog hopes to translate one news article a day on the governor. It is unsponsored and unauthorized. The translator simply hopes to improve his skills and perhaps give the governor an English speaking audience.
Any suggestion on improving the translation will be gratefully accepted. However, please leave political comments for another forum.
Where they occur, words and phrases in Ryukyuan (the Okinawan language) are rendered in italics and translated in parentheses. Names whose readings are uncertain are rendered as Name (=Kanji?) as in Nagayuki (=長行?). Any corrections in such instances would be gratefully appreciated.
