Naha District Court dismisses petition on Okinawa Prefecture’s Bankoku Shinryo (Bridge between Nations) Council Contract: “It cannot be deemed unlawful.” (18fe22)

Considering the Okinawa Prefecture’s support role in the establishment of the Bankoku Shinryo Council, 4 citizens alleged that the contract of consignment between the Prefecture and the contractor was illegal and sued petitioning that the Prefecture have about 20 million yen, which the Prefecture paid to the contractor, returned by the contractor and Governor Denny Tamaki. But on 16 February, the Naha District Court denied the petition.


The plaintiff side made claims such as that the work, which was outsourced, was suitable for the Prefectural Exchange Promotion Division  and the consignment was unnecessary.


Presiding Judge Kazuhiro Yamaguchi gave as his reasoning, that a level of expert knowledge was necessary and  the volume of work was estimated to be considerable. He offered his judgment, “It cannot be claimed that outsourcing work is illegal.” As for the no-bid contract, such as choosing the contractor for the consignment and setting 27,000 per day as remuneration for the Council members, the judge concluded that also could not be deemed illegal.

Splendor of Okinawa: Temple Tree, Mihama Beach, 1de25 CEO Takeshi Kato of Japan Entertainment (JE), which manages JUNGLIA Okinawa, visited Governor Denny Tamaki at the Prefectural Office on 28 November.  　 The CEO reported on the 4 months since the attraction’s opening. He repeatedly brought up dealing with operational improvements and such based on the voices of visitors to the park.  　 The CEO specifically mentioned the evening concerts in the park’s garden and, starting from December, the free entry of one child with each adult, targeting the prefecture’s people. CEO Kato stated, “We’d like to be contributing to Okinawa’s tourism as well.” Governor Tamaki, alluding to his speech the same day, entitled “Declaration on Sustainable Tourism”, stated, “For the people, employees, and tourists of our prefecture, this is an important win-win format.
