A supplementary budget proposal was deliberated at the Prefectural Assembly on 26 September for bringing a lawsuit questioning whether or not the National Government’s decision on the relocation of Futenma Airfield to Henoko was illegal. The proposal passed with the agreement of the ruling party majority, controlled by Governor Denny Tamaki, over the objections of the Liberal Democratic Party, Komeito, and independents.


The National Government had requested plan changes in the relocation of the Futenma base, including construction to shore up the weak seabed discovered in the bay at Henoko in Nago. 


The Prefecture refused permission for such reasons as the “inadequacy of the survey.” However, the Transport Minister nullified the Prefecture’s refusal. He issued instructions for correction, requesting that the permission be approved. The Prefecture deemed that inappropriate and plans to litigate an appeal questioning whether or not the Nation’s Minister of Transport’s decision is illegal. 


At the extraordinary session of the Prefectural Assembly on 26 September, discussions were held on an increase in the supplementary budget proposal of  5.98 million yen to be used for litigation fees and such. The resulting judgment was that the supplementary budget and such were passed with a majority of the ruling party votes. Since the appeal limit is 11 October, the Prefecture is planning to present the case as soon as preparations are in order.

Denny Tamaki is the governor of Okinawa Prefecture in Japan. Although Okinawa is important as an international tourist destination and a key element in strategic US Military Forces, its governor receives very little coverage in the Japanese press and almost none in the English language media.
