The National Government has made a Cabinet decision on the scope of Article 3 of the US-Japan Security Treaty.


On the news, Okinawa Governor Denny Tamaki published his comments on 16 December, “Boosting deterrence through military strength, this just heightens regional concerns. I’m worried it will engender unpredictable outcomes.”


A plan is clearly on record to push the reinforcement of the organizational strength of the Self-Defense Forces (SDF) based in the prefecture. So, the governor expressed his intention of requesting the Government to set up an opportunity for detailed explanation and cooperation.


Governor Tamaki added, “On top of having the US bases centralized in Okinawa, inviting conditions for it to become the target of an attack is totally unacceptable.” He requested that the Government work with him toward the relief of tensions and building of trust through peaceful diplomacy and dialogue with neighboring nations.   


In addition to his plans for reduction of the burden of Okinawa’s bases, the governor once again expressed his concept, “We have to consider the idea of the US Military and the SDF together.”


The governor pleaded for a speedy elimination of the situation where 70% of facilities devoted to the US Military are concentrated in Okinawa Prefecture.


As to the so-called  deteriorating security environment in the Asia-Pacific region, the governor stated, “We at the Prefecture have the same perception.”


However the governor also expressed his perception that this Cabinet decision received neither due consideration in the Diet nor discussion among the nation’s people.


The governor stated, “As for our Nation's Security Treaty, it’s a terrible shame that they could have thought to make this an opportunity to deepen popular awareness and discussion in Japan on the situation in Okinawa.
